Job Summary

Design and implement end-to-end governance programs that protect trust and improve the health of TikTok Local Services’ Merchant and Listings ecosystem. Use data and user feedback to develop strategies with cross-functional partners across Algorithm, Product, Engineering, and Legal. Set policies for regulatory, compliance, cultural, and promotional issues across the merchant lifecycle, manage risks while enabling growth, and investigate ecosystem health and emergencies.

Key Responsibilities

•Devise governance strategies to ensure trust and health of the Merchant and Listings ecosystem.
•Analyze issues using data and user feedback; formulate governance strategies and implement measures with cross-functional teams (Algorithm, Product, Engineering, Legal).
•Establish policies to govern regulatory, compliance, cultural, and promotional issues for merchants and listings, managing risks and ecosystem quality.
•Create a governance strategy system across the merchant lifecycle, improving governance efficiency through onboarding/offboarding, KYC, qualifications, and control measures.
•Monitor ecosystem health via data-driven and investigative methods; respond to emergencies and run ad-hoc investigations as needed.

Key Requirements

•1+ years driving data-driven governance and experience programs in O2O, Local Services, E-commerce, strategy consulting, or operations management, including trust/safety or seller risk programs.
•Strong Bachelor’s degree (preferably quantitative such as Mathematics, Statistics, Engineering, or Data Analytics).
•Proficiency with querying and analytical tools to conduct data analysis (e.g., SQL, Python, Excel).
•Strategic thinking with program management and communication skills to manage complex projects and influence cross-functional teams.
•Familiarity with O2O, E-commerce, or local services, and governance/customer experience, regulatory, and compliance requirements.
