Key Responsibilities

  • •Produce, present, and defend construction cost plans and estimates for key infrastructure clients from feasibility/concept design through detailed design (pre-tender).
  • •Review and validate General Contractor cost submissions in a Progressive Design-Build environment, including target cost/price development.
  • •Challenge contractor cost build-ups and assumptions when necessary, and provide option costings during optioneering stages.
  • •Perform cost reconciliation estimates with justification for project clients and key stakeholders.
  • •Engage in value engineering workshops, produce cost benchmarks for validation and target-setting, and provide cost advice through all project stages, especially for rail systems and M&E packages.

Key Requirements

  • •8–15 years of cost estimating experience across pre-contract and post-contract phases of infrastructure projects.
  • •Seasoned Senior Construction Cost Estimator specializing in M&E infrastructure and rail systems estimating.
  • •Produce and defend construction cost plans and complex estimates from feasibility/concept through detailed design (pre-tender).
  • •Strong understanding of rail systems estimating methodologies, procurement/installation approaches, and cost drivers for testing, commissioning, integration, and handover.
  • •Quantity Surveying / Civil Engineering / Construction Management degree and/or certification (or equivalent), with professional membership (e.g., CIQS / RICS / AACE) as a bonus.
