Job Summary

Strengthen WHO Afghanistan’s preparedness for reduced health financing by finalizing the 2027–2028 Investment Case and creating funding scenarios and donor-facing materials. Lead strategic planning and resource prioritization frameworks, update the Strategic Planning Matrix, and support scenario-based exercises. Provide cross-cutting partnership and resource mobilization support across priority health areas, refine institutional planning tools and SOPs, and brief senior leadership and donors. Work home-based with defined supervision and limited travel.

Key Responsibilities

•Lead coordination, drafting, consolidation, and finalization of the Investment Case 2027–2028 and develop donor-facing investment narratives and outreach products.
•Refine and implement strategic planning and resource prioritization frameworks, including updating the 2027 Strategic Planning Matrix and facilitating scenario-based planning exercises.
•Provide cross-cutting partnership development and resource mobilization support, ensuring integration of priorities (including Gender, GBV, AAP, PRSEAH) into proposals and planning.
•Support development of strategic funding proposals, concept notes, donor reports, and partnership initiatives for RMNCAH, Nutrition, and the Health Cluster areas.
•Refine institutional tools and knowledge products (planning/resource mobilization/donor intelligence and interoperable decision-support platforms) and prepare briefings and donor presentations for senior management engagement.

Key Requirements

•Advanced university degree (Master's level or above) in International Relations, Public Policy, Development Studies, Public Health, Political Science, Economics, Law, or Business Administration.
•5 to 10 years of progressively responsible experience in resource mobilization, partnerships, external relations, and strategic planning, including work supporting health/humanitarian/development programs in fragile, conflict-affected settings.
•Demonstrated ability to design and implement comprehensive resource mobilization and partnership strategies (e.g., investment cases, strategic frameworks, donor engagement plans, partnership frameworks, innovative financing, and high-quality funding proposals).
•Proven experience leading and coordinating multi-stakeholder strategic planning processes and integrating planning, resource mobilization, monitoring, and decision-support tools.
•Excellent English with demonstrated ability to draft high-quality strategic documents, investment cases, donor reports, proposals, and briefing notes.
