Job Summary

Lead complex infrastructure projects from initiation through closeout by overseeing procurement strategy, documentation, contract development, and commercial negotiations. Own procurement options analysis across Professional Services and delivery models such as GC/CM, DB, and PDB. Provide project management leadership across budgets, forecasts, KPIs, risk contingencies, governance, reporting, QA/QC, and client/stakeholder communication, while mentoring staff and supporting business development.

Key Responsibilities

•Lead procurement options analysis, delivery model evaluations, and recommendations for major infrastructure projects.
•Structure, draft, and manage procurement documentation and negotiated procurement packages across Professional Services, GC/CM, DB, and PDB.
•Oversee construction contract management, negotiations, risk transfer strategies, and buildability considerations.
•Provide project management leadership including budgets, forecasts, margins, KPIs, risk contingencies, reporting, and QA/QC and multidisciplinary coordination.
•Mentor and manage assigned staff; support business development and client/stakeholder engagement while ensuring governance, probity, ethics, and safety standards.

Key Requirements

•Bachelor’s degree in engineering, science, business, or a related field; Master’s preferred.
•12+ years of experience in project management, procurement, engineering, or infrastructure development.
•Proven experience in Transit & Rail procurement and preparing procurement documentation/contracts for GC/CM, DB, PDB, or similar models.
•Strong understanding of procurement principles, sourcing strategies, and contract management for A/E/C project delivery processes.
•Project management certification (PMP, CAPM, or equivalent) or essential licensing (P.E.), plus advanced analytical/organizational and communication skills.
