Key Responsibilities

  • •Prepare construction cost estimates (Class 5 to Class 1) for infrastructure projects including roads, bridges, tunnels, LRT, transit, utilities, and municipal civil works.
  • •Develop, present, and defend construction cost plans and pre-tender cost estimates from feasibility/concept design to detailed design.
  • •Interface with project clients, stakeholders, contractors, and consultants to provide cost advice across project stages.
  • •Review and validate General Contractor cost submissions within a progressive design-build environment as part of target cost/price development.
  • •Support cost reconciliation estimates with justification, run value engineering workshops, and produce cost benchmarks for target-setting on major infrastructure projects.

Key Requirements

  • •8–15 years of cost estimating experience across pre-contract and post-contract phases for infrastructure projects.
  • •Specialize in civil infrastructure and transit projects estimating, with a strong grasp of rail systems estimating methodologies, procurement/installation approaches, and key cost drivers.
  • •Have a Quantity Surveying, Civil Engineering, or Construction Management degree and/or certification (or equivalent).
  • •Strong client-facing communication skills and the ability to work independently and collaboratively in a high-performing team.
  • •Experience with BIM-based quantification or digital takeoff tools is an advantage; experience in consultancy, owner’s representative, or contractor environments is preferred.
