Job Summary

Provide independent HSE assurance for a brownfield RKEF production-train project inside an operating nickel smelting facility. Lead PMC health, safety, and environmental governance—oversight of EPC contractor performance, audits, KPIs, and regulatory compliance. Manage SIMOPS and high-risk activities (construction, industrial/process, electrical, and live-plant interfaces), oversee environmental and occupational health controls, and support emergency preparedness plus commissioning and start-up readiness.

Key Responsibilities

•Serve as the senior PMC HSE representative at site, driving a proactive safety culture and supporting a “Zero Harm” philosophy.
•Develop and implement the PMC HSE assurance plan; independently oversee EPC contractor HSE performance through audits, inspections, compliance reviews, and corrective action recommendations.
•Lead HSE oversight for brownfield SIMOPS and operational interfaces, including coordination between construction and operating teams, interface risk mitigation, and permit-to-work and energy control readiness.
•Provide oversight of critical high-risk activities across construction, process/industrial, electrical, and operational interface risks, ensuring critical controls are maintained throughout execution.
•Oversee environmental, occupational health, and emergency preparedness and response activities, and ensure HSE readiness during commissioning and start-up transitions.

Key Requirements

•Bachelor's degree in Occupational Health & Safety, Engineering, Environmental Science, or a related discipline.
•Minimum 20 years of HSE experience on major industrial projects, including at least 10 years of construction-related HSE experience.
•Proven site leadership experience on large capital projects, with brownfield project experience essential.
•Experience managing HSE during SIMOPS activities and familiarity with Indonesian/SEA project environments.
•Experience on metallurgical/smelting/pyrometallurgical or nickel smelter projects strongly preferred, including experience in PMC/Owner's Engineer/EPC environments.
